“AND sea mines” implies that this thing can deploy sea mines as separate objects. Which doesn’t seem to be the case. It’s just a mistranslation of “имеют шипы на манер морских мин”, which means “[they] have spikes similar to naval mines”. “Spikes” in this case are contact detonators.
I feel bad for whoever’s driving or controlling that thing.
