VII Omono

I really don’t understand why they are giving the Japanese light cruisers such low HE pen, especially the 150mm high tier guns based on high velocity dual purpose paper designs. They should use the improved HE pen that the Germans get, since these cruisers are really limited to mid-long range HE spam. With their HE acting more like the SAP of Italian cruisers, but with lower damage per salvo yet a faster reload. But unlike the somewhat ok armor of the Italians, the Japanese light cruisers will need to stay at range and keep maneuvering to avoid taking major damage. Also, with no way to disengage, with the lack of smoke, and no help with spotting, they are stuck in a secondary line role depending on front line ships to do their spotting, limiting their ability to get in close for anti-DD ops.
