If they are buffing then they want more people into the Tier.
T10 and 11 are nothing more than credit sinkholes for most people, and 80% of games are pretty sucky anyway.
It’s not like the game is getting better anytime soon either, so why bother.

I agree. I’m slowly grinding my tier 10s, that lead to a T11 (I had accelerated crew training on, after I finished field mods), but I’m not rushing at all. For me – T11 content seems like an appendix to the game, not the endgame. Maus, IS-7, E5, Bat Chat are in my mind the endgame. And I believe many people feel the same way. Especially for 430U, Leo 1 and Grille enjoyers, T11 content is a pure downgrade and these buffs may bring them consider going for the T11.
And where the economy goes – you grind prem 8s and 9s during HOps and FL so you can afford to play T10. As a F2P player, I don’t always have a premium account and let me tell you – without prem acc tier 10s are expensive as hell (mind you, I use standards and gold roughly in a 60/40 ration) – a bad game is around -60k credits and a good game is -20k credits. On an excellent game you maaay break even. I’m certain that in T11 these numbers will be even worse.
