The experience of using assault guns in Stalingrad showed that 150 mm guns based on the Pz.Kpfw.IV chassis were not always sufficient to destroy heavily fortified structures, and that a vehicle based on a heavy tank chassis was needed. In May 1943, the company Alkett proposed a concept for an assault mortar based on the heavy tank Pz.Kpfw.Tiger Ausf.E, armed with a 380 mm naval rocket launcher, the 38cm Raketenwerfer 61.

The first prototype was built in the autumn of 1943 and was designated 38cm RW61 auf Sturmmörser. Compared to the original tank, the combat weight of the self-propelled gun increased by several tons. A total of 18 units were produced, unofficially nicknamed Sturmtiger. They were built using the chassis of tanks sent in for repair, which meant each unit differed slightly from the others. Additionally, the vehicles were constantly being upgraded.

The finished self-propelled guns were organized into assault mortar companies (batteries). Between August and October 1944, three such companies were formed with the designations: 1000, 1001, and 1002. The Sturmtiger saw combat starting in August 1944 during the suppression of the Warsaw Uprising, but it was used most intensively on the Western Front.
