After World War II, Poland was left with an almost unprotected Baltic Sea coastline. As a result, the naval command considered the development of a coastal defense tank capable of engaging enemy ships in gun duels. To maximize its firepower per salvo, the tank was designed with a dual-barrel configuration. A large welded turret with an extended rear compartment was developed to accommodate an increased ammunition load.
To enhance the rate of fire, each gun was equipped with a mechanized loader and operated by a dedicated loader. Unfortunately, the project never progressed beyond the conceptual stage, as coastal artillery was gradually rendered obsolete by more effective anti-ship missile systems.

No, they start at 85-100mm and go up to 460-510mm. Regardless, it seems WG’s idea behind these was to shoot at patrol boats. Incredibly stupid design nonetheless.
Right so after introducing auto loaders WG added auto reloaders and reverse auto loader reloaders for different nations now there have twin barrel for every nation
