Is this Commander Nation locked? like the female 40K commander last year that was locked to France but had 4 skills (instead of the standard 3).

I wish they would stop giving out Commanders all the time. I got like 10 commanders sitting waiting to be used but i dont have crew members of the other roles to even fill out 1 tank.
Thats intentional they wont u to grind new tanks to use the commander they gave
