Armor plus 1000 damage salvo, and nice standard penetration. Ig the balancing factor will be movement dispersion and turret restrictions.
It would need some egregriously bad tracks to not be fairly quick at 16 hp/t. And a 180° turret is quite useful, as anyone playing corner games against an E4 has noticed.
