Patch 1.8 is already available for download. Launch is tonight. This is a bulk patch made out of several iterations. Release is scheduled already in March.
You can download the Common Test only through the WGC.
If the Common Test is already installed through the WGC, just update it.
If you have WGC, but there is no CT client installed, just use this hidden code in the game center itself:
WOT.CT.PRODUCTION@https://wgus-wotct.wargaming.net
In the WGC, on the main page, click “Install the game by code” and after entering the code itself, everything will download from scratch.

1.7.1 wasn’t terrible… it at least had new vehicles, but 1.7.0 and 1.6.1 were just embarrassing for how empty they were.

Totally agree with you. 1.7 is supposed to be a content update but literally nothing inside.
So what’s going to be in it?
New vehicles? Doubt it as none of them were on supertest yet.
The great rebalance? Arty isn’t ready yet and first a sandbox test was promised.
The Berlin PVP mode is too early if they are planning to release it on the anniversary as it was between 16 April – 2 May 1945.
